Use of Routine Health Information Systems for Policy-making towards Universal Health Coverage in Decentralized Countries: a Comparative Analysis of Strategies Used in Indonesia and Philippines
Summary
Sistem Informasi Kesehatan (SIK) merupakan salah satu pilar penting dari setiap sistem kesehatan, memberikan data yang diperlukan kepada perencana dan pengelola sistem kesehatan untuk pengambilan keputusan yang terinformasi. SIK mendukung kinerja sistem kesehatan secara keseluruhan, terutama dalam konteks surveilans penyakit, pengendalian kualitas layanan kesehatan, dan mobilisasi sumber daya yang efektif. Dalam beberapa tahun terakhir, perkembangan SIK di banyak negara berpenghasilan rendah dan menengah telah meningkat pesat. Namun, data Sistem Informasi Rutin Kesehatan (SIRK) seringkali tidak dimanfaatkan sepenuhnya di negara-negara tersebut. Beberapa faktor yang menghambat penggunaan data SIRK termasuk masalah perilaku, teknis, dan organisasi. Pandemi COVID-19 telah menjadi tantangan besar bagi sistem kesehatan di negara-negara berpenghasilan rendah dan menengah. Pandemi ini meningkatkan permintaan akan data yang lebih rinci dan mengubah cara pengambilan keputusan dalam sistem kesehatan.
Studi kualitatif ini mengeksplorasi bagaimana para pembuat kebijakan di Indonesia dan Filipina menggunakan data SIRK untuk pengambilan keputusan dan faktor-faktor yang menghambat pemanfaatan dan implementasinya. Temuan menunjukkan bahwa data SIRK digunakan secara luas untuk perencanaan program kesehatan, pemantauan dan evaluasi, serta penetapan prioritas. Namun, terdapat hambatan seperti masalah teknis, kurangnya peralatan, dan kebijakan penggunaan data yang tidak konsisten. Pandemi COVID-19 juga memperburuk beberapa tantangan terkait SIRK, tetapi sekaligus menunjukkan potensi SIRK dalam respons krisis. Penting untuk memperkuat sistem pengumpulan data, meningkatkan interoperabilitas SIRK, dan membangun budaya penggunaan data yang lebih kuat di kalangan tenaga kesehatan dan pengambil keputusan.

Post Graduate Forum 2018
Introduction
This is the fourth time this forum will be held in Universiti Kebangsaan Malaysia. It was already the fourth round rotation of the forums being held in three collaborative countries: Malaysia, Thailand and Indonesia. It was started in Indonesia in 2007. Followed after that, in Thailand in 2008, 2010, 2013, 2017; in Malaysia in 2009, 2012, 2015 and in Indonesia in 2011, 2014, 2016. The theme for this year forum is Using Big Data for Health Policy and Management. The forum is meant for postgraduate students (Masters & PhD) in Health Policy and Management eld. Both graduated and current PhD students in Malaysia and abroad are invited to participate in this forum. All elds in public health related are included especially health policy and health management field i.e. Health Management, Health Economics, Health Finance and Health Policy. There will be international speakers for plenaries, symposiums, oral and poster presentation. Papers accepted for presentation will be reviewed by appointed editorial board and will be published in Malaysia Journal of Public Health Medicine (MJPHM) in a special issue. MJPHM is an index journal with Scopus with impact factor.
Objectives
The main objective of the forum is to provide a platform for postgraduate students (Masters & PhD) to communicate their knowledge gained in their research works internationally and to share their experiences to new PhD enrollees. Perhaps, the postgraduate students (Masters & PhD) will also benet an update on knowledge from all invited speakers in keynote, plenary, symposium, forum and presentation sessions.
